   ^ that is a pneumatic-switch from the "air-pressure"-technic sets from the mid-eighties. See http://www.bricklink.com/catalogItem.asp?P=4694c01 I fondly remember set #8851 - the squeaky excavator where you could turn the switches to use the shovel.
