The funny thing with #9467 is that the loco WAS fitted with train wheels, it's just the vehicles following which weren't fitted that was the issue. -

Lego has a terrible track record for releasing decent non-expert trains lately. #79111 was a great looking train, but couldn't be powered without major modifications. #9467 was more of a child's pull-toy than a train, that also couldn't be powered without major modifications, nor did it even run on Lego track.
