Found it! Turns out that blue piece I asked about is a trailer ramp from #680-1 or #681-1 based on the other pieces found. @ljames28 it has an A at the left and a 2 on the right.

Went to the Lego store today and they had 1 x 4 brown tiles in stock and I got a cup. With the cup full and the lid barely fitting I got 680 of them and that's 2.4 cents each. Online they are 16 cents each before tax and shipping.
