Perhaps part #6541 attached to the bottom of the sail, and run the axle through the hole?

Although i had Lego before, the first set i can remember having is the #6541 Intercoastal Seaport. Would have been around 8 or 9. Im pretty sure i had a fire truck before the seaport but cant seem to find it atm.

I've had a lot of trouble getting the stickers for the 6541 cargo ship on straight. Two small (1/2 by 14 studs) sticker across mutliple pieces. Now I come to think of it, those blue bricks are stuck together for 20 long years now...
