It's early here in UK so bleary eyes... Is it not imperial governor torso from 6274 with just a regular head? when I found my childhood Lego from that era, I don't think I found one figure with his original head! Im no expert but only replying as I can't sleep! -

You mostly have pirate I figures (pirates, imperial soldiers and islanders). The only one of which that is a bit more valuable is the governor from either #6274 or #6276, but you are missing his hat!
