The top combo of pieces seems not to be from a set-- that Tail is likely part 6239 https://www.bricklink.com/catalogItemIn.asp?P=6239&in=S From what I can tell no set came with the green wedge plates and red tail like that -

Having a great ship like the IF #10210 only come with four cannons, yet be designed for eight really bothered me when I build it. Cannon Battle #6239 was a great set to complete the armament of the IF. Plus it also included a pirate and a soldier to increase the crews/armies. -

I have 5 of Pirate Cannon Battle sets (6239) and 5 of City Police bikes (7235). I thought the cannon battle set at $5.99 was one of the better values in the Lego line at the time - I mean who couldn't use more cannons? And as for 5 police bikes - well.. somebody has to keep order in the ever expanding modular city, right?…
