Probably the only classic castle sets you can get for under $20 would be the little impulse sets or very small sets, like horse and carts. After a quick look, 6039 is a great set for under $20 (its one of my favourite classic sets) http://www.bricklink.com/catalogItem.asp?S=6039-1
