We're looking to get some Lego as a birthday present for the son of friends of ours. He's going to be turning 4 in a couple of weeks, is just getting into playing with Lego (& plays with mine when he comes round to play with my daughter) but doesn't have any yet of his own. A couple of Walgreens in my area (Madison, WI) have marked down their Speedorz to $4.59 and #60002 Fire Truck to $10.99. Some of the Speedorz sets are pretty good parts packs for that price and the fire truck is a great deal at 55% off MSRP.

Really? Aside from clearance, the only thing I can think of that you might be referring to is #60002 for $6. While a good deal, it's not exactly a desirable set and seems to be an isolated case. In store, Target's best deals are generally 20% to 25% off RRP.
