That's a Drome Racers "minifigure" body. It is found in #4588, #4591, #4592, #4593, #4300, #4301, and #8358 in black.

   Take a look at this website their case are excellent I have one for Original Disney Cars Collection in my son's room and I have yet to see dust on any car, you can turned them on the side.
