I recall the early series of minifig only sets such as #3340 from 16 or 17 years ago being discontinued because of Hasbro and that was the origin of the "can't do only SW figures because it has to be a construction set".

That was in 2000, there were four of them ( #3340, #3341, #3342 and #3343 ; Palpatine and Vader included Maul while Fett was with Jedi Luke and Han), they weren't available in stores (my first order from
[email protected] in a decade was to obtain the four sets) and they prompted Lucasfilm to put an end to it.

The brochure has now gone. I decided to check on the Star Wars minifigure packs, it would appear that some muppet did actually open the boxes to each of these (I don't recall doing it, but obviously I did!).
