Prior to 1978 when minifigs were introduced... the LEGO scale was 1:87 (or HO scale)... this was mainly from 1955-73. Then from 1974-77 there was a variable scale somewhere between 1:87 and 1:40. The 1:87 Town Plan Scale of 1955-73.

The last prices I found in a Dutch catalog was for the one of 1974. I don't have one for 1975 but I do have a German version and in that year no prices were given. In my older sets (1974-1994), both Plate 1x2 with Handles & Plate 1x1 with Clip were pretty flimsy, trying to remove Antenna 1x4s inserted in clips or Brick Round 1x1 Open Studs pushed onto the handles often broke, even for the most light handed of individuals. So, there have been issues before now.
