Don't doubt for a second that LEGO designers could put out seriously impressive designs rivaling most any MOCs where they not constrained by the realities of the business aspects, as JB's TH design shows.
All that glass, those pillars, etc. are probably more expensive than the basic bricks in the released TH.
I would imagine that Lego has an internal "price" on each brick that they charge themselves so when they make a set, they have to justify each part in it. They need enough cheaper parts to make the part count high enough to seem like a "good deal", yet still make them money.
Just thinking out loud anyway...
Wow I just went on a rant, sorry.
Pet Shop is not impressing me as much as FB or GE did, the "pair" of buildings I think take something away from the whole, much as MMV is less for being two small buildings rather than one big one.
So I for one am looking forward to building TH, the largest modular building yet and clearly a "single" building unlike PS. Don't get me wrong, PS is very cute in places, but the townhouse is clearly the poor relation there, and the interior is quite a disappointment there. (the painter is cute, but really, that is about it over there).

I haven't bought the Town Hall yet, but I'm building a bank MOC that will look very similar to TH. TH will be around for awhile so I'm waiting on that.
