Need help what set is this minifigure from?

Hi I brought a bulk load of Lego and was told this minifigure was a rare one, I’ve had a search and can’t seem to find it so am unsure if it is a real figure or just made up of parts? Can anyone help?

    Reasonably rare enough - average sale price on Bricklink is £10, and he only ever appeared in that one set.

    It is the torso that is scarce. The problem you will have is finding a buyer. On BL, 3 torsos have sold worldwide in the past six months, and 13 of the figures. It is a somewhat niche figure.
