3rd looks like Obi-wan, but not sure which variant; don't see a matching torso
4th is a Star wars pilot of some description. Torso possibly c12/r5, legs should be one of the orange ones and there looks to be a helmet middle right on the accessories pic (next to big Minecraft? sword) and a blaster bottom left too.
Yellow head c3/r3 is from 2014 arctic theme. Torso is c12r4, legs 13, blue hat/hood with white fur trim round the face.
3 White/Grey striped torsos c8&c9 are generic criminals from pretty much any police set. Usually have DBG legs and Beanie cap (there are 3 in the pic - just to the left of the Star Wars helmet mentioned above). 3 sets of handcuffs in the pic probably go with these too and possibly even the tan backpacks depending on which set they've come from. Not sure of the heads without checking, but probably mean looking with stubble!
Torso c4/r5 is from the mining city sub-theme. Usually has a head with sweat beads, so possibly c1/r4 and a silver tin hat with stud on the front (there are a couple in the photo). Dynamite accessory probably belongs here too.
White motorcycle is likely from a police set. Torso c3/r3 might go with this. Probably plain black legs and a white helmet with visor. Head usually has silver shades; maybe c1/r7
Torsos in column 3 with yellow printing look like City Fire. Legs would be column 2, not sure about the heads, they are usually pretty generic. There are a couple of fire helmets in there and the yellow air-tanks and breathing apparatus probably belong to these too. And the regular axes
Also might be easy to work some out from the accessories/headgear:
Dark red/Black cape looks like it's from the CMF evil wizard, but don't see any other parts for it.
Surfboards should be pretty easy to figure out, also torso c7 looks vaguely familiar as a wetsuit.
Red hood piece was in a CMF series with a little red riding hood style fig and probably not too many others.
Bow and arrow to the left of the surfboards was in the Dino Tracker CMF, but can't see any other part for it. It's not the regular bow design, so won't be in too many other sets either.
Hopefully something to help you out here. There are a few more I recognise, but I'll have a proper look later if I have time.

18 looks like part 3228c -- not seeing any sets with it and the other pieces.

Part 20 has only appeared in one set #6575 ( in that light grey color)
Part 16 may be from the same set (part #30285) if it is white (hard to tell color in your photos).

15 is part 3474 which appeared in lots of airport and plane sets if I recall.

As an example, 17 above likely has on the bottom the number 4476. You could then search Bricklink for that and find there is a 4476a and 4476b. There is a photo which outlines which one is A and which is B. In your case, I believe yours to be 4476b. That is found in 116 sets. I can't tell from the photo if your part is white or light gray. If white, it is found in 64 sets. If light gray, then it is only found in 6 sets.
As you identify additional pieces this way, you'll start to see some sets overlap in the "appeared in" lists. That's a great way to narrow down what set you might possibly have in your bulk lot.
I usually reserve this process for the more uncommon/unusual parts as they become more easily identifiable that way.
Lols. Of course, I know what he's talking about. However, those kind of glasses didn't help at all.
The few which remain unidentified (circled in white) were ones where I could NOT find a number at ALL. That's only FIVE pieces left!!

Using BL terminology:
10 and 11 are, respectively, 2463 and 2464, Brick Modified Facet 3x3x2 Top and Bottom. Used in the 90's for Space, Western, and Aquazone themes.
25 is 2607, Magnet Holder 2x3
26 is 30554, Hinge Cylinder Locking 1x3 (no center hole)
21 is a Freestyle Wheel, either 4259 or 6248 depending on the type of hole (Freestyle pin- or Technic pin-compatible)
The Canopy on the bottom right is from #7930 Bounty Hunter Assault Gunship
The brown slope, bones, and 6x10 dark green plate are from #9463 The Werewolf
The Green, red, and dark green build is from #5868 Ferocious Creatures
An attempt has been made on this classic-castle.com article http://www.classic-castle.com/sets/articles/ideabook250c.html but I'm not convinced it's correct, but a reasonable attempt at reverse engineering it.

However... while the 1x1 brick with studs on 4 sides came out in 1985, the one and only time it has appeared in red is in this year's Star Wars advent calendar. So now I'm confused not only by the original pic, but also by the pic that has been reverse engineered.
