what defines a Technic 'Flagship' set

just wondering about the term 'flagship' that is used on technic sets, generally for the biggest and best set each year. i see some technic sets in the database are tagged with the term flagship and a few users have made lists with all the flagship sets. the lists and tags do differ slightly in content, and i also notice some years do not seem to have a flagship set at all.

does anyone know is this something the lego group themselves do, label and market a certain technic set each year as the flagship product.
or is it just a loose term made up by the community to identify a standout set
or any other criteria

    A loose term the community uses for the biggest set of each year. IF we are missing any, let me know and I'll see to it.

    ^But 42069 has more parts than 42070 - I've always thought the most expensive one was the flagship.

    An while we're at it, Market Street is a modular and Tantive IV is a UCS!
