This was "Seatron", a Space theme concept that was eventually developed into Aquazone after they sort of dropped the space aspect. So the similarity is no coincidence.

Your entirely correct Fauch - my poorly worded comment was referring to the CMF Faun/Satyr legs. It could also be argued that stuff like Battle Droids had 'modified minifig legs.
@davee123 I'd assume Seatron was developed around 1990 (going by the inclusion of monorail parts). This is all assuming that the unreleased monorail actually WAS part of the Seatron theme (as it doesn't share many design and colour similarities to what we know WAS Seatron).

has there been a modified torso that fits on legs?
and the head? I think I read yoda or jar jar were first to have modified heads, but I don't know.
Dogpound and Leatherhead from TMNT are the only ones I can think of. Axl from Nexo Knights sort of has one, but it's still a regular torso underneath, just with a unique neck/shoulder/armor piece permanently affixed to it in place of the usual arms.
First modified head was Jar-Jar, I think. Yoda came later (preceded by C-3PO, Chewbacca, and Watto).
Although upon thinking further, that plugs onto the top of another torso, not onto a pair of legs, so... might not count, depending.
