Shipping another head is simply out of the question- the fig cost $1.5, and the cheapest shipping here in the USA is $2.45.
I sent the fig in a padded envelope- with extra padding! My best guess is that something very heavy was put on the package...
Maybe its a question of scale. If inventory is small or limited in selection it might be manageable but even with my modest store I think I'd struggle without exact reference in Bricklink to an items physical location.
If a part type is new to stock then it will create a stock record for the part and allow me to manually add the location when I have put it away. It is very important to get this location recorded correctly otherwise the parts will be impossible to find - trust me I have done it..... and I am still looking for some them!
In my storage system I have several different types of storage used dependent on the quantities in stock. Each location series has its own numbering sequence and it is important to allow for growth, because it will happen....
The main system is 3 IKEA Malm 4 drawer chests which hold numbered envelopes made from folded A4 sheets of paper. These are stored in 5 rows left to right and each drawer will hold about 150 envelopes. Cardboard dividers keep the rows tidy and separated from each other.
These drawers also provide a useful working surface and which hold Lidl storage drawer units at the back, useful for larger parts.
For larger quantites I use food containers from Poundland priced at 8 to the £1 and each of these are numbered Bulk 1 -400 at present, but the series can expand. The containers are stacked 5 high on IKEA Billy bookcases and IKEA Besta units fixed to the wall.
I also have another series of stacking drawer units, with each drawer containing an Advent calendar plastic tray cut apart to provide individual containers. These are useful for larger quantities of parts.
Plates live in a separate series of parts sorting boxes and minifigs have another series of smaller parts sorting boxes. There are also another 2 or 3 series of different containers in use as well.
One thing I do insist on is that each container for smaller parts is individual so I can pick it up and tip out the parts I need. This is not so necessary for larger items like large plates.
A useful tool to get is a Brother labeller which prints very neat plastic labels to stick on the storage boxes. Mine is a P-Touch 1000.
My system allows me to store 192000 parts of 6846 different types in a room 2.5 metres by 2 metres - but its getting full now!

Have buyers always been this crazy?
Now I know offhand which container about 95% of my parts are stored (250k in my store) and there are only a few things (odd pieces) that I have to check a couple containers as I don't remember which way I classified it. I have all the containers grouped (plates, modified plates, bricks, modified bricks, technic etc etc) so I can find things quickly. In most cases I can grab a container without really looking because I know where it is.

Also, for big orders, I sometimes grab color bags and then check to see if anything from them is in the order. The color bags change location as I move things around.
I focus on parting out new sets, but if I can get used really cheap, it's still worthwhile.
If it's not all there, don't state that it's all there--BUT, NOTHING! That would be incredibly frustrating to anyone. Fine printing people to death is a great way to turn people way. Don't use 10 words when one will do.
I might list minifigures as missing a hairpiece or accessory, but not one of the major body parts, at that point I list minifigure parts separately.
The listing in question was worded completely differently.
I've found that my storing method has to be changed as the store grows. Whats logical for a small store is not logical for a big store, and vice versa.
I'm now up to 33,000 parts in the store. I'm wondering if anyone has found linear growth in sales as they increase number of parts? Or do sales take off when you have a certain number of parts?
I have several different storage methods. Depends on Size, Used/New, Amount.
I can't imagine parting out a set and entering all items manually! That's what 'part out set' is for!

WalMart has more Macy left, I'll see how many more I can get and list them all at once.
I used to enter all the prices myself, now I have BrickLink fill in the averages and tweak that. I can keep some of the default prices if short on time. I've also been using library computers - fast connection, fewer distractions (and time limit discourages dawdling)
More parts added daily, the plan is to have 100,000 within the next month or so.
I plan to have a discount for Brickset members anyway but to get the store up and running from now to the end of the month 15% off all store prices and half price postage to anywhere in the world if you mention Brickset in the order comments.

Yeah. I say bring on big orders, though they may take a couple more days to sort.
Maybe those sellers can only handle small orders, or would rather sell a few high value items.
The part out page gives options for either, and weighted average by quantity for both of those.
Is it usual for BL sellers to include an item list with the order? Made it very easy to confirm everything was there. First time I see this, but have not placed many orders for parts yet... (mainly ordered sets before)
I'd expect them to refund the full payment - that is what they need to do in the UK.
What do you think? Insurance, written warnings & the law etc. all come into play but assuming the seller has no reason to believe shenanigans I think they have to take the hit and refund the total amount including shipping.
Now being that it is neither parties fault the seller could try and work something out like a partial refund etc. That may work but most customers probably wont be happy with that as an acceptable resolution, and as a seller they should understand that.
