As for the year being 2010 and the mold Being released in 2011 with older Ninjago sets, it's just that parts and sets take quite a while to design and the date of design can be one or maybe even two years before the part is released in a set.
But to answer your question in short, yes all three of these pieces go together in set #9579

But I was hoping that some of those minifigure parts would match up to a set with the tile -> no luck.
Edit: appears so, but the "circle on chest" legs are wrong by the looks of things.

Sets? I wouldn't call magnets a set, but BrickLink will oblige.
The Design ID is 90754, although BrickLink calls them 74188c01.
Available in Bright Red, Bright Blue, Bright Yellow, Brick Yellow and Dark Stone Grey for which the Element IDs are 4611441-5 respectively. Black is 4620392. There's also one in Medium Azure.
Think they've gone away from the magnets to other giveaways now.
I'm sure someone will correct me on any of the details I've got wrong.
