Help Identifying Sydney On the Loose Exclusive Minifigures

I picked these two up at the Lego On the Loose exhibition at the Sydney Aquarium and Wildlife world about 4 years ago, they were free with the entry tickets. However, the Brickset and Bricklink databases aren't helping to identify them and I can't seem to find examples of them anywhere... Any idea as to what they are? It's completely stumped me.

    They've got the lego club max head and what look like custom printed torsos, on the aquarist one at least. I'm guessing the aquarium got them produced for the event. As they're unofficial I don't think they'll be in the database.
