Can anyone help me identify this minifigure?

Hi there Brickset forum, this is my first post!

I recently bought some Harry Potter minifigures on ebay, a lot containing a few Goblet of Fire themed figures and this minifigure picture below was included in the lot. Now I tried looking it up on the Brickset database among the Harry Potter minifigure category but could not see it. 

Can anyone help me identify what this minifigure is? Thanks!

    I'm no expert, but looks like a custom one to me.

    The head comes from Speed Racers grey ghost (sr009).

    I have just noticed that the design on the body is the same one as on the body of the Viktor Krum minifigure (shark head version). @Shib - you are probably right. It most likely is a custom figure.
