Building in a confined space.

Hi, I'm new here and although i've been collecting Lego since I was a child I just recently started getting serious about building and am trying to plan a Lego city. The problem is that I don't have much space and am currently looking at a workspace of 28x140 studs.

I was wondering if there are any techniques to get the most out of my avaliable space? I have considered turning about a third of the space into a mountain to make a Fallout style vault ( From the Fallout game series ) as that would allow me to build upwards and have alot crammed into a small space.

Any ideas and suggestions would be helpful, also any tips in general regarding custom cities.

    You could go the Mini modular route, if you're willing to go that scale.

    Mini modular? I'm sorry I'm really new to this and not clued in to all the lingo yet.

    Look up set 10230 in the Brickset database. The set is comprised of mini versions of several of the Modular buildings.  Others have taken that scale and created their own creations. It makes it easier to create a larger city in a smallish space.

    To the nice MiniModular 10230, you can also add the four special Bricktober Toys'R'Us promotional mini modulars (sets numbered 40180, 40181, 40182, 40183)
    I think they are no longer available in stores, but you can find the whole series either on ebay or bricklink, they are cute!

    Thanks guys! but I have a lot of mini figures to accommodate. I already have the set the creator set 31026 but after come basic CAD I realized my space is gonna fill up fast.

    Go vertical; different dioramas/scenes on different levels of shelving works for me.  In a confined space with minifigure-scale sets, you won't get to have an expansive single city-scape (or whatever you want).

    28 x 140 is not very big for a city.  

    Do you really want to make a city or a town?

    Is the space against a wall or can you move around it?

     Are you planning on having vehicles?

     Are you going to make the buildings from your own designs or are you going to use LEGO sets?

    How many minifigures do you have?  What are you going to have them do,  specific things that you want noticed or just a crowd of people?

    Do you have baseplates? 

    How much LEGO do you have to build with?  What kind of LEGO do you have to build with? Standard bricks or Technic or Duplo?

    A survivalist vault sounds like a great idea; it reminds me a little of the "junkyard" modifications I attempted on castle baseplates in the early 90s. Something you might want to consider is how you go about using the open space at your disposal; maybe working around half a mountain so there'll be access points for different levels? Using arches (multi-level highways?) would be another possibility...
