Help ID'ing a minifig.

Just bought a job lot of stuff, and many Super Heroes were contained in the lot. But I've got this little guy and I don't know who he is. He looks familiar, but that just might be the torso. I can't work out if he's made of random parts or if he is a Super Hero (or villain), or comes from another theme completely. I've browsed the minifig library on Brickset, but I can't see him, or bits of him.

Can anyone help?

    ^ Yep, "battle armour" Lex (without the armour) plus "Funhouse" Riddler's head.

    Aha! What a difference a fresh pair of eyes make. Hopefully I'll find the correct pieces in my sorting. Thanks guys.

    Big DC fan so I can ID just about any DC logo at a glance, I did have to double check the pic for the Legs though, something about those green hips looked odd.
