  He means a model that used the flex tube system(cable that slides back and forth inside of the hollow outer hard flex tube) for actual functioning movement rather than just the outer hard flex tubing being used for decoration or structure for example the sides of the front windshield on this model...

  The flex tubing was commonly used for aesthetics for example in #8437 Future Car, but was superseded in 1999 I think it was by the flexible parts used in that recovery truck.
  
  To answer my own question about Technic models, it seems its last use for control was in 2000, in #8457 Power Puller, if we discount the Star Wars Technic models.

  Were you looking for the last "set" or "Technic Set" that the flex system was used in(for movement)...?
  
  The 7471 Mars Exploration Rover came out in 2003 and is build almost entirely from technic parts...

  Got ya... You just said "set" in your initial post, that was why I mentioned the 7471...
  
  This subject had come up at Eurobricks before, what would you consider the #8653 Enzo, #8145 599 GTB, and some of the other "Racers" sets like the #8682 Nitro Intimidator, #8146 Muscle, and #8649 Menace..? I know they say "Racers" on the box, but so do some minifigure sets....
  
  Even the #8461 Williams set says it... And that is pretty much a clone of the #8458 Technic Silver Champion...

  For the database, they are Racers, but to me, and you I suspect, they are Technic :)
