As possible proof of this, stores are expecting a restock soon and since those sets likely started their journey through the distribution chain long ago they weren't from that pool of 3000.
It's not outside the realm of possibility that LEGO is splitting the 20k into two or more production runs (i.e. 10,000 now and 10,000 later).

I'd ordered one on line on Wednesday and got an email saying they were currently out of stock and it would take longer to deliver than usual. At the same time I ordered a friends set for £9.99 and this has been dispatched together with the free ice cream stand and the mini mech.
If I now cancel the on line order for the 41999 will Lego bill me for delivery (as the friends set alone is less than the £50 required)?

It did exist!
Odd thing is, they sent me a shipping confirmation for the free Mini Mech V39. I was bummed when I figured out the shipping confirmation was for the Mini Mech and not the 41999 sets.
I've never once before had a problem with sets ordered from S@H but now all three of these sets I've ordered have had problems!
Id hate to see what they wouldve been like had amazon got ahold of a few!
