It is a pirate from the 4+ or 4juniors series, back in 2004 - see him on Bricklink here.
Since you have him holding a sword and jug, I would guess that he is from set #7080.
In IT in about 1995 we programmed using a Lego thing that plugged into a computer, and we programmed them to work. I recall a wheelchair, robot arm, conveyer belt. I recall they had little sensors that then turned motors.
It was the only thing I excelled in during IT, the wheelchair had a joystick and was really clever.
Couldn't find the set on the site, mainly as I didn't know it's name or year or anything

Dog, 2 ants, monkey, 3 crouching cat, 2 rats, a dark green crocodile and a clone brand parrot.
I had to Google Jack Stone, some weirdness must have went on in my dark ages! I thought it was a mega-clone.
@ravnut mostly memory, with the odd bit of bricklink searching for the more obscure ones (eg Knights Kingdom & Jack Stone, where I recognise the theme, but not necessarily the figure).
The reason for the rubber tip is for safety and stability reasons. Thin, pointy parts can not only be uncomfortable to step on, but can easily snap at the tip if molded in regular ABS.
