In the top left corner, there appears to be a trucker. It just looks like a recolored Harry Potter jacket, but... You guys decide.

    @CM4S interesting observation. The cap looks like 93219, but the pattern isn't in Bricklink (see http://www.bricklink.com/catalogList.asp?pg=1&catString=16&catType=P&v=1, find "Short Curved Bill").

    So, looks like you at least found a new, as-of-yet unknown figure?

    Doesn't Lego promo material often have random/unproduced figures? But it is odd seeing that the rest are existing CMFs.

    What is he though? Sports fan? Wood cutter? Joe Bloggs?

    Looks more like two letters. But he could be 'modern fisherman' (zzzzzzzzz).

    Nope, its the s7 aztec but the gold headgear looks more brown for some reason.

    Okay, just checked the database and the guy behind the butcher IS the Bagpiper but he has a slightly different facial expression.

    Looks like a truck driver to me. It could be a potential collectible as it's pictured with other ones, but it could just as easily be a City figure for next year.

    Got an Oct. newsletter in the store today. On it, the guy's cap is much clearer. The print on it is letters, either "jc" or "dc".
