If I was closer to a store, I would be buying up a stack and listing them online.
It is available easily in Europe region right now.
The biggest of the 1st wave of Friends, and kind-of-a-modular, I would think this one could be a really good aftermarket set after it's EOL'd.
If Olivia's House was completely made from individual bricks, I could see it as a good parts set...but it's not.

Seriously, I think this one will do very well EOL, probably double RRP next Christmas (but you'll have to wait 1 year to get it).
If it ever goes on sale, that is the time to get them. Thing is, I can't recall EVER seeing this one on sale, not even on Amazon. I think it sells very well.
Minecraft is a good example. I was familiar with the game, but had never played it. To be honest I thought the set would do well because it was CUUSOO, but beyond that... meh. I didn't think there were that many Minecraft players that also enjoyed LEGOS. Well, I was completely wrong. I missed the opportunity to buy Minecraft on S@H for $35, but did snag 5 at TRU for $40 after it was a hit.
Now, if they continued the tractor theme and had slightly different tractors in different colors (red, blue, dark green) and with different attachments. Man, that would be awesome and could become a collectible series. Or, had add-on attachments sold separately! Cha-Ching
What city? I would have bought every single 2521 on the shelf. Maybe or maybe not on the 8404 sets, those are slower sellers.
As for Lightning Dragon, you're saying a US Lego store had those up until a month ago? I believe you, but find it hard to imagine, resellers should have long since bought them all. I would have, had I seen them, even at full retail price.
That set will sell for $150-$200 this Christmas I believe.
. I know. I wonder why I haven't bought it yet.
Visited our local B&M store today and the gentleman stated that they won't be getting any more HP sets in. I would be surprised to see the Castle go, but I guess it's possible. It's amazing how many sets are currently available from TLG; I don't see how they can manage. I do know that the shelves were fully stocked and there were still many sets that weren't being displayed.
What S&H has left is all that is left, so they remain in the wild. I was simply saying, for anyone who wanted either, now is the time to buy, they will start getting hard to find as Christmas approaches.
I might pickup 10 more copies at a higher price at some point before Christmas, haven't decided yet. So many things to buy, so little money. :)
