Have you considered using the zombie from last years "halloween-set"? This would be a cheaper solution if you're looking for a kinda generic zombie-figure ;)

Very difficult to get one under £20. You might have to bite the bullet on ebay or bricklink, as its a reasonable assumption they will just drift upwards.
