9395 Tow Truck problem?

I just finished 9395 Pick-up Tow Truck, my first new Technic set in about 30 years. Challenging build, and I'm not sure if I made a mistake.

The knob on the passenger side raises and lowers the tow bar. It also seems to sort of wind the winch, but not very well. And I don't understand what the "shifter" by the driver's seat is supposed to do.

I'm used to having a few extra detail parts left over, except I have more than that. I still have a 9-hole light gray bar (part 4211866), a light gray 4-pin connector (4225033), a black 3-hole bar (4121667), plus a few pins, cheese slopes, etc.

Any suggestions?

    The extra parts could be for making the alternate model. The Lego site description may be helpful, or the last few pages of the instruction books may tell you (in pictures) what the function of that shifter.
