7897 Passenger Train Help with Remote not working

so I recently got Set 7897 in box in Near Mint condition. but im having trouble getting the remote to work or maybe the train base. im not sure what is the issue is.

here is what I have tried:
-new batteries 
-check to make sure they are on the same channel
-cleaned all connections
-tried different wires

here is a short YouTube video  showing the parts and and that they are working... any help would be appreciated!!!

Please be aware the train base is IR so you need to have a slight downwards angle from the remote towards the receiver mounted midway on the chassis. It requires line of sight, which it probably isn't getting on the flat surface.
