Finally found an unboxing that shows all the loose bags. When you first open the outer box, you will find:

• White inner box with no number (contains instructions and stickers)
• White inner box numbered 6187497
• White inner box numbered 6183769
• Un-numbered bag with 6x14 light bluish grey plates
• Un-numbered bag with long black hose and 6x14 black plates 
• 4x number 5 bags
• 5x number 7 bags
• 4x number 9 bags
• 4x number 10 bags

Haven't opened the white inner boxes, so that's all I have for now.

brought a seriously beat up set from tesco and looks to be all there! Got 7 bags plus the wings and instruction

I found a cheap ( £15 ) #60140 in my local Tescos but the box was open and a mess....fingers crossed everything is included..

Bags 1 to 7
Bag of building manuals
X2 light grey base boards
X1 black technic tube

Should tbere be more ?
Any help would be greatly appreciated .

Here are the bag inventories for the two City Wildlife Rescue sets with adult elephants.

#60302 Wildlife Rescue Operation (8 bags total)

• Numbered Bags, 1 to 5 (1 each; Baby Elephant is in No. 2)
• Unnumbered Bag with Elephant Head, road plates, etc. (LDPE, not poly)
  
• Elephant Body ("loose" in its protective LDPE bag)
  
• Instructions/Stickers

#60307 Wildlife Rescue Camp (9 bags total)

• Numbered Bags, 1 to 6 (1 each)
• Unnumbered Bag with Elephant Body, Elephant Head, White Lion, Lioness, red boat, etc. (LDPE, not poly)
• Unnumbered Bag with Reddish Brown parts, specifically 10 of part # 60373 (LDPE, not poly)
• Instructions/Stickers

In each set, the trunks and tusks are in a numbered poly bag (1 and 4, respectively).  The elephant body, elephant head, and lioness are each in their own protective LDPE bags.
