City GWP after $40 spent?

On the USA shop.lego.com, the top banner promotes a City GWP after spending $40. I don't see info about the GWP on the Lego Offers page, among shopping results, or even on Brickset. What's the GWP?
And can we assume the vintage car is gone online since it's not being promoted anymore. Stores may have them
