Landscape foundations

A couple of years ago I read up on making modular base plate foundations for the modular buildings and cityscapes.  It was basically a regular 32x32 base plate with a honeycomb of bricks and 16x16 plates.  It allowed you to make a stronger foundation and put in some height variation in the surrounding landscape.  However, for the life of me I can't find the references anymore.  I'm sure this is old hat to most of you so a little help would be greatly appreciated.  Thank you.
