Reconstructing 60278 Crooks Hideout

Hello, following the cancellation of a 2021 City set for what the company says that it goes against its values (it could be a malfunction or cost related and they used the values to cancel it as it featured a big dynamite stick on top). That's beside the point in this post which Huw said that I can make one, so let's focus on putting our collective builders mind to it and use it to reverse engineer that set considering that we don't have the parts list unlike the Osprey. 
P.S.: this isn't a discussion of why it was canned so let's focus on using that template to make a factory for our industrial districts:
-I recognize the use of the barrel and a black cover as a water tank and a truck top with some clips aa the water tower (the barrel was likely filled with blue round 1x1 plates and bricks simulating water);

    I don't see the 1x3x4 (bottom floor) or 1x4x4 (upper floor) windows listed at Bricklink, are those new parts?

    I think this set was going to introduce a few good parts, the tip of the dynamite stick looked to me as a yellow plant part.

    I can't find "glass" for the 1x4x4 frames- but I'm not very good at searching Bricklink. But if they made them for a now-cancelled set, I'm sure they'll be in something else before long.

    I think the lower floor windows in the Crook Hideout are the 1x3x3. But the proportions in that pic seem a little off.

    Yeah the lower floor definitely has 1x3x3 windows in black, the closest that currently exist is dark brown. The upper floor has 1x3x4 windows in black which is pretty common. The other exclusive parts I see is the dog walker in back and the 6x4 wedge in blue that makes the hood of the police van. Also red 4x4 round brick with pin holes for the dynamite is pretty rare, it has not been in a set in 20 years.

    I missed the cylinder part for the dynamite in my last post. I think it is a 2x4x4 but it might also be a 2x4x5 . But neither of those has come in red before so we are out of luck either way.

    Would Lego have got to the point of making the parts in the set before it was cancelled? So we may still see them reused later? Not sure on the entire production process so just speculation.

    If you go to the Extra Pieces Department and type a part ID # you will find a lot of parts in different colors.

    I don't have any actual data to back this up, but I would be shocked it LEGO used a new part, or even a new part color, in only a single City set. Certainly for some of the other themes it's happened and I wouldn't be super surprised, but for City?  I would be at least a little shocked if it didn't show up in other sets released around the same time or soon after.

    @Fizyx for parts your likely correct although there was a unique hotel porter/doorman's uniform piece/print that was never used other then in Capitol City. At the time I thought a modular hotel might have been coming but obviously that wasnt the case.

    In that case the figures were tied to the Netflix City cartoon. Hence the mayor wearing a corncob suit etc.

    @Bumblepants Wrong set. Capitol City was before the Lego City Adventurers thing. This one had a hotel and museum under construction, double decker bus etc.

    Oh yeah. I have them mapped over each other in my brain. I think I own both somewhere unbuilt.
