Did the Cardiff store ever release a Grand Opening set?

No, it didn't.
It was going to be a small dragon, but was withdrawn fairly late on.
It still appeared on the day, but only to be built and left on display.

Well....LEGO did produce a set for the opening BUT didn't give it to customers. It was however subsequently given to some of the volunteers who helped out with the London Westfield store opening. You can see a pic of mine at the link below :

Very cute and much better than I had imagined it would be. I wonder why they were withdrawn.

I'm assuming there is no way to get one now so did he come with instructions that you could share?

@thesinisterpenguin, I do have the Bus and instructions, but the instructions aren't scanned unfortunately. Happy to let you have them when I get a chance to scan them, however.
