How many baggies in Ninjago City?

No, it's not a riddle.

I'm selling a #70620 Ninjago City with all the parts in the sealed baggies and I am trying to verify if everything is there or not.  Unfortunately the box had been re-taped at the store where I purchased it so there is a possibility that some part(s) may have gone missing.  I have 2 smaller boxes inside the package that I left sealed, (not sure what baggies are in there) the instructions and stickers bag is sealed, plus I have the following numbered baggies as shown below. #9(2bags) #'s 11-16 (3 bags). I'm a bit concerned that bag #10 may be missing, but I'd rather not open up the smaller boxes to check if I don't need to.
