So we could say baseplates come down to personal preference, whether one likes his set organized or spread out.
As someone who prefers order to chaos though, I can't help but feel discriminated by Lego at this point.
I don't get why you use the word discriminated. They sell individual baseplates. If you like to use them then buy them. If you don't like them, then don't buy them.

Putting them in sets would be worse for people that don't use them, as they are forced to pay for them if they want the set.

Oh yeah? Then show me where Lego sells individual baseplates with garage driveways, separated driveways, airstrips for those baseplateless City airports or any baseplate that's not a basic colored 32x32 or 48x48. I must have missed it.

...you could just use tiles like on every modular building set with a driveway. It's not that hard, and wouldn't force you to use undersized airstrips or try to force a set with a garage to fit a one-size-fits-all driveway plate.

part#93541 wing is 54 studs wide, so Lego has never made a baseplate that is wide enough to be a proper airstrip for the sets using that part

If Lego made a 19"x19" baseplate I know I'd buy a few to use with IKEA frames for minifigure displays.

Steps didn't cover Walking on the Moon, did they? :-)

These would be giant steps ...

Getting back to baseplates, DUPLO plates can also be useful if you are covering them with 2x2 or 2x4 (or larger) bricks.

I have grown to love the plates and if possible I buy baseplates to ditch the base most sets have to build costume corners and to construct my Lego world:
