csv to bricklink xml

My friend found some Brickheadz that he wanted to build, but the parts list is in CSV. How does one convert that to Bricklink's XML, they use, with their custom tags?

Can You show an example of a CSV? If it is from rebrickable.com, it would look like this:

Part,Color,Quantity
11476,19,2
11477,25,2
...

Then would be the easiest way finding the Brickheadz on their site and use Export parts -> Bricklink XML. A corresponding XML would look like this:

This format could You generate in a text editor or a spreadsheet like Excel, the Problems are the different color number lists and part number lists (minor differences for printed parts or part variations) that are used.

I've written a program to generate a readable csv from the Rebrickable CSV Export fro my paperless set inventories.
