I have a few and they don't seem to mesh with anything.

I don't own the Bar Code Truck but it is probably used as a reluctor wheel. The other sets it's probably cosmetic. With the exception of the ROBOLAB sets where it is probably a reluctor wheel there also.

If you scroll down the page it has a pack of them called tachometer wheels.

    Thanks!  Google says:
What does a Reluctor ring do?
The reluctor ring is mounted on the crankshaft so that as the crankshaft rotates the magnetic sensor is triggered by notches in the reluctor ring. The magnetic sensor provides position information to the electronic control module, which governs ignition timing.
So I suppose the Bar Code Truck needed to time the rotation for some other function.  How it did that I don't know.  Light sensor?
