Cross region VIP?

I have a lego VIP card that I got in Germany.
Can I use the same VIP account/card for ordering something from S&H US? I could have it delivered to a frind in the US, and I`ll be able to get it when visiting him later on.
Will I get VIP points from the S&H US purchase? Will I be able to use those VIP points when buying from Germany again?

    I have used VIP points earned in the US at the Frankfurt Lego store several times.

    Plus VIP points retain their fixed value across the U.K., Canada, U.S., and Eur markets. So US$100 in points is worth £100, which is more valuable.
