I believe that the US does this due to LEGO store return policies in the US (where items have to go back on a shelf) or if actual Brick and Mortar stores have stocks left. Not sure how the rest of the world works with that.
Also, many regions have stocks of things that other do not, or did not have in supply in their region to begin with.
Belgian sales law, like any Belgian law is structured the following way:
For those not that well versed in the housing habits of the average Belgian, this is Koterie. We're not content to build just a shed in the garden, oh no. You build a shed, then another shed behind it, then another one and so on untill you run out of space. Then you start tearing down one or more sheds to build yet another shed.
We do the same with our legislation. New legislation does not replace obsolete laws, new laws create exceptions to older laws. Then another exception is made to the earlier exceptions. This goes on for a while until the legislation over to regional and local authorities - branching the legislation to add even more complexity.
End result is inevitably a complicated, difficult to interpret legislation. Neither BE (or LU, @stlux) forum members nor LEGO itself agree how the sales law should be interpreted. Thanks @Kerre! That sounds... interesting. I presume lawyers are happy in Belgium? Or are they really stressed because even they can't understand it? Either way, I like Duvel, and should try the others (I shall remain silent regarding Stella Artois, right?).
And to keep this on topic, I shall say that there are 9 Sales and Deals on the UK site right now, and none of them are straight Lego sets (Dimensions, gear, accessories and key chains all round).
