Why did Lego use this piece?

I finally built the #10247 Ferris wheel this past weekend.  The set uses #4211760 "minifig back plate with knob" on each side of two opposing spokes.  However nothing ever got attached to the studs.  I assume they are used as spacers but none of the other spokes use them so im not sure why.  These are the only spokes that are also connected by Technic beams.  Perhaps the Technic beam holds the spokes so tight that they deemed spacers to be necessary.  Does anyone else have a better explanation?

    I believe they are spacers utilised because the geometry is not exactly right so they are needed to avoid stress.
