    Mechanical excavate most of it using a small screwdriver, pen top, toothpick, or similar.

    Roll some more plasticine into a blunt point and then keep dabbing at what's left - what's in the head will eventually stick to what's in your hand.

    After you get the bulk of it out place in the fridge for a while, it's easier to remove when cold and less likely to restick as you remove, you may need to repeat a few times as it warms up in your hand.

    I can't speak for plasticine, but play-dough, which is similar, dissolves in water, so you can just soak the Lego in water and it will eventually all come out. You might need to prod at it with a toothpick from time to time to remove the outer layer if it's a thick wad.

    Or if it is a cheap head, then throw it away and buy a new one :-)

    As you say that some authority, do you have some sort of fetish for this?

    Or is it just part of the lawyer thing. A variation on getting blood out of a stone? Extracting the very last bit?

    Small screwdriver, tissue paper and isopropanol did the trick, but it took a while.

    If you're in the area anyway, might as well be thorough and leave no stone unturned.
