    i guess they pulled out back in April.  So in the past year or so, Target has pulled out of Canada, NASCAR, and ebay

    Yeah. Many eBay codes are by invitation.

    I didn't get the $5 off but I got 8% eBay cash back on a one time purchase.

    Because I have limited Ebay experience, are these promo codes for a % off a minimum order for any purchase/any seller? As long as my purchase fits the criteria of the deal that is being ran, it takes that amount off?

    As far as I know, if you spend at least $25 with a maximum discount of $100 they are good for any item with any seller. Do what I do, when I check out make sure the discount is applied to the purchase. Shipping charges are not part of the deal so I usually find a buy it now with free shipping.

    ^^I've used similar coupons several times. You can actually pile up multiple purchases from different sellers and get 15% off the whole purchase instead of one item. Have not tried this one yet but always better to do if want something that is under $25.
