Anyone who can help identify minifigure?

Hello all.
New to the forum.  
I have joined hoping that someone here may be able to offer my son and I some help in identifying a minifigure.  It came in a joblot of StarWars minifigures, but we cant find who and what set its from. May be a custom? I just dont know. Have included 2 pics to help.
Any help offered will be much appreciated!

    It appears to be cobbled together from different figures.

    The torso belongs to the Naboo Security Officer from #75091:



    The hair is part no. 30410 and is Qui-Gon Jinn's (a few different versions):

    I don't recognise the head - maybe someone else can help, but the legs are plain, so given TLG's propensity for licensed figures to be printed, it's unlikely to come from a recent SW set.

    I don't think so, oldtodd33--this face has different eyebrows and a slightly different shape to the mouth. Is it a single-sided or double-sided head? Given it's not yellow, that could help narrow the search down considerably. (Since the other parts are SW, I'd bet the head is too--someone making up their own character to play with?)

    The collar is not the same as the posted minifigure, as well as a few other subtle differences.
    It is from #7961 - captain panaka. @Sethro3 nailed it.  That set even has the Qui-Gon hair.
