Steel ball pivots

Does anyone know whether the steel ball pivot (part 99948) has been used in any official set, and if so, to achieve what? I know it fits in the large ball socket (part 92911) but I just can't picture how the pair can be used in any functional way?

It's used as a sort of two-dimensional wheel - at least in some things. Think two wheels at the back, ball at the front in a triangular arrangement.
