Atom (not sure how you do Atom mind you), Firestorm, Dr Fate, Zatanna, Blue Beetle, Booster Gold, Vixen, Red Tornado and ALL of the Legion, the Outsiders...... This could take a while.
(I looked up Disney's convention before posting this and apparently that's D23.)
^ A D2C is a set that is not a retail set, it is only sold in Lego store although the number of other shops that sell these has grown over the years. I use to term for very large sets, Lego has made one each year from 2013 for super heroes and it looks like this year it will be a batcave based on the 1966 tv series. The other D2C we have seen for SH are:
10937 Batman: Arkham Asylum Breakout (which would be the closest to what this set might be)
76023 The Tumbler
76042 SHIELD Helicarrier (Although Marvel it does seem that at the moment they do share a D2C spot, but with the line growing I don't think we could see one for each line)
They released this and I don't have the game but I believe there is an unlockable version of 60's Batman in one of them so there is a possibility for LEGO to do something more.
Everyone's always talking about UCS Star Wars this-and-that, I think a UCS 60's Batmobile would be AWESOME and probably the only way to really show off all the details the original designer put into the real car.
I'd love some 60s Batman stuff, but it would definitely require a new cowl piece to get the right look. Even the newer cowl piece with the shorter ears just doesn't have the right shape to my eye.
(Why do I have the feeling someone's going to find a sexual innuendo in this statement?)
It's weird, but Marvel LEGO has a lot of buildings. DC is mainly vehicles (one of the reasons I buy the sets and take the mini figures and trade away or give the rest of the set to my son). I want some DC buildings!!!
Titans Tower is an obvious choice aside from the Planet!

Notice when I said mainly vehicles? That would imply that there are SOME buildings but not that many and certainly not deviating from Batman.
Meanwhile I have a Daily Bugle, Avengers Tower, Hydra Fortress, Stark's House, a couple of science labs, and a construction site from Marvel.
My perception is that Marvel sets seems to have more variety in buildings, while it seems DC sets rely on Batman way to much (and in my opinion that's boring and stale). Which drives me nuts because I am a huge DC fan.
I also don't think Daily Planet would be obscure (especially with the movies, and cartoon references even in the Lego DC movies).
Kids know who DC heroes are. They've seen Brave and the Bold, Young Justice, Green Lantern, Etc.
I'll agree that there are obscure heroes in both universes that would only make sense to place with more well known characters.
I'm starting to think there are no DC buildings. Does Hawkman have a house? It's probably a one-bedroom apartment.
Bunks at the Justice League HQ wouldn't make a good set.
Aside from the Daily Bugle, everyone must live in their cars, jets and submarines.
A MOD of that would be cooler than a MOD of Ghostbusters HQ, and you'd be able to tell what it was even without any minifigures.
Then there's the old-school Legion of Doom building in the Superfriends cartoons. Half joking on this. :)
To counter the Legion of Doom we would also need a Hall of Justice.

Also, with the popularity of The Flash on TV, I think that a S.T.A.R. Labs playset could be very cool. Particle accelerator, computer room, etc. It would create a very attractive bridge between superheroes and science.
