Yes, that's white. The pink one goes on top of the block.
This pink Unikitty doesn't have printed eyebrows like the other pink versions.

It's not uncommon for the background color of a brick to show through white printing (this was a widespread issue with Kingdoms minifigures in 2010), and avoiding this usually requires multiple coats of white ink to be printed on. I'm guessing LEGO made this adjustment for the SDCC Unikitties last year as well as this year's Unikitty variants, which is why their white printing looks "cleaner" than the original Unikitty and Bizniz Kitty variants.
