I'm sure they've been hunted down by collectors.
On the serious side, I would think that TLG would have sent out the notices already.
based on an earlier post the drawing wont happen till July 30th (no source given for that date however) IF that is true then we still have 2-3 weeks wait to hear about winners.
"The winners of the Bat-Pod Sweepstakes will be made through a random drawing on/or about July 30, 2015. The winners will be notified by telephone or email by August 7. "
yes they are available there but 1 tire is 11.02 USD, that's rather rough. (still cheaper than bricklink prices)
Nothing on eBay, nothing here, and from what I can tell nothing anywhere else. They did say all winners were to be notified by August 7th, which is Friday, so I'm starting to get a little curious myself.
"I shot LEGO an email about the Bat-Pod sweepstakes winners, and they sent me

Anyone here win? Guess there are still two days to go to be notified...."
Looks like the tumbler is now moving up in priority on my purchase list lol.
My guess is the emails were sent out as a giant batch, so it's probably safe to assume I didn't win one.
