Help! Can You Identify This Piece?

Hello everyone! I'm new here to the forums, and I'm hoping you all can help me out. I recently recieved a toolbox full of old Legos from a friend, and after sorting through them all, I came across a piece I could not identify as to what it was for. I tried looking it up to see of I could find any pieces that matched, but alas, I could not find it. The problem here is it has no part number listed, though it does clearly say "LEGO" on the side. I also recently started working at a local LEGO Store, but my new co-workers couldn't identify the part either. This is where you come in! Help me mini-figure out what this piece is, please! Your help is greatly appreciated!

some other specifications:
It's about 5/8" long
The tubes are big/small enough for a minifigure to hold
the base is square, and also contains two pegs on either side where it must snap into something.
